Patti Tellez-Olds has been developing strategies for business and economic development programs for over 15 years. She began her career in data analysis and forecasting with the Cochise College Center for Economic Research. Then managed two federal business programs for the Arizona Hispanic Chamber of Commerce: the programs known then as the USDOT Southwestern TEAM and the MBDA’s Arizona Minority Business Development Center. In 2003, she started Kuniklo Corporation to help agencies, developers and contractors meet the federal-aid requirements for S/M/W/DBE utilization, prevailing wages, and local hiring.
Patti is experienced with building diverse business programs for clients with multi-agency funded projects, private/public partnerships, and various reporting requirements. Patti brings a proven track-record of effective small business development, vendor outreach, and community leverage. Working with both prime contractors and diverse subcontractors/suppliers, Patti builds action plans which result in meaningful participation for all stakeholders. Patti is extremely well-versed in the nuances of federal economic development programs, especially those from the DOT and HUD. Since 2004, Patti has provided outreach, implementation, and monitoring for 14 HUD-funded communities that required M/WBE utilization, Prevailing Wage Compliance, and Section 3 and local hiring during construction. In transportation, Patti has provided DBE Supportive Services and compliance oversight on airport, light rail, and highway projects. Most recently, she has been selected to provide DBE/OJT/EEO/Labor compliance oversight on Arizona’s largest P3 highway project.
